According to several observers, there is a substantial lack of transparency in public procurement. In addition, competitive bidding in the procurement process is widely disregarded when major public contracts are awarded. Intervening considerations, such as personal connections, are reportedly the main criteria for awarding large contracts in certain areas of Southeast Asia.
